CMI’s cooperation with Finnish Defence Forces in developing Shared Information Framework and Technology (SHIFT)

Due to CMI’s work on SIRS (Security Information Reporting Service), and CMI’s recognised track record of bringing together different actors of crisis management, CMI was invited to take part in MNE 5 (Multinational Experimentation).

The overall aim of MNE5 is to improve cooperation between different actors in crisis management, and it focuses mainly on civilian-led operations and civil-military cooperation including NGOs. The focus area of Finland in MNE5 is interagency and information flows between NGOs and international organisations in crisis management operations. The practical outcome of this cooperation will be a development of a concept called SHIFT standing for Shared Information Framework and Technology. SHIFT concept will be a Finnish made product of MNE5. CMI’s role in MNE5 based cooperation will be to contribute to SHIFT concept development.

CMI has recruited an ITCM Project Manager to be responsible for MNE 5. Project Manager Juha-Matti Seppänen joined CMI’s Helsinki office in January 2007.

CMI is currently seeking a Project Manager or Information Technology and Crisis Management (ITCM) project

Based in Helsinki, the Project Manager will be responsible for managing and implementing the ITCM project, and developing CMI’s approaches and capabilities in the field of crisis management. This involves working with military, civilian (including humanitarian NGOs) and private sector partners and networks for the use of ICTs in crisis management and field security.

The Project Manager will be responsible for fundraising and overall management (budget, staff, consultants and contractors) of the project.

Requirements:

  • Good knowledge of the actors and priorities in the fields of crisis management in general, and the use of ICTs for increased efficiency and field security in particular.
  • Know-how of the needs and capabilities of NGOs in conflicts, civil-military co-operation and communication systems in crisis management.
  • Ability to achieve in complex and political environments and ability to link policy to practice.
  • Strong project management skills are essential.
  • Excellent ability to communicate in English, verbally and in writing.
  • Advanced university degree and minimum 5 years of relevant professional work experience.

ITCM project co-hosted a high-level seminar with Object Management Group (OMG) on September 29 - October 1, 2002 in Helsinki, Finland. The seminar focused on outlining crisis management response requirements in several key areas.

ITCM project participated in the Workshop on Science and Technology in Support of European Security in Stockholm, April 24th - 26th, 2002. The workshop was organised by Ministry of Foreign Affairs of Sweden.
