Chronological AxisThe ITCM system being developed facilitates more effective implementation of field operations. The system is designed to enhance the work of the international organisations and other actors in peace support operations and humanitarian emergencies.
Full-scale field operation consists of several distinct phases, each having its specific priorities and tasks. The ITCM system constitutes one component of the tools that the international community has at its disposal to meet the challenges of complex crisis management operations and humanitarian emergencies. It is part of a larger more complex mechanism that is required to enhance the effectiveness of the international involvement in crisis management and humanitarian emergencies. Firstly, international policy-making and planning of peace support operations is most successful if it is based on a solid knowledge about the particular crisis at hand and the lessons learned from implementing previous operations. Secondly, adequate and consistent training of all staff in the crisis area is a prerequisite for more coherent missions. Unified curricula could provide a common point of reference for people working in different governmental, military, and non-governmental organisations. Sufficient training is also an effective way to overcome resistance towards change.
Field operations should be well planned and staffed with adequately
