Field test in Bosnia and Herzegovina

The demonstration simulation of the Information Sharing Platform was held in Bosnia and Herzegovina on 20-21 October 2004.
The platform was developed by Instasec Ltd. It was planned and organised under the auspices of the OSCE Mission to Bosnia and Herzegovina and the support of the Situational Awareness Working Group, and executed in close cooperation with the major international organisations present in the area. (OHR, OSCE, UNDP, EUPM, EUMM, CAFAO, EC and SFOR and EUFOR). The focus of this exercise was situational awareness and security of staff in a post-conflict environment.
The goal of the simulation was two-fold: to demonstrate the benefits of an information exchange platform for inter-agency cooperation particularly in sharing situational awareness; as well as to receive feed-back and recommendations for the further development of the functionality of the SKIES-system.
The demonstration was successful in meeting these goals. All participants found using the system "extremely beneficial" or "beneficial" for running their operations. A key element of the success was the participation of both the civilian and the military organisations in the simulated information exchange. The system was seen as a "virtual knowledge warehouse" and a tool for efficient and accurate real-time information exchange, which would improve decision making and benefit both planning and conducting of operations. Furthermore, the system was seen as a valuable tool in creating and maintaining a safe and secure environment for International Organisations' staff, assets and locations - both in an inter-agency as well as intra-agency context.
