Safety Information Reporting Service (SIRS)
In 2005 the ITCM-project
team started to develop with Virtual Diplomacy Initiative team of the U.S
Institute of Peace (USIP) a comprehensive incident mapping, reporting and
threat-monitoring service concept. The service should be usable in any
environment by a range of actors to share information related to the
safety and security of civilian personnel. The concept was entitled as
Safety Information Reporting Service (SIRS).
The SIRS concept was developed as a response to the fact that the
safety and security environment in the field has become more compelling
than ever. In many crisis areas the security
situation has deteriorated, and direct threats to aid workers and other
civilian actors have increased. Insecurity in crisis areas threatens both
the pace and scope of emergency assistance and reconstruction activities.
In many cases attacks and assaults against civilian workers have prevented
completely the aid access to local people in need.
The core idea behind SIRS is to provide an independent safety information sharing mechanism to non-governmental organizations
(NGO) and international organizations working in difficult and insecure
environments. The SIRS concept includes high-quality technology support,
which will help to ensure reliable and trustworthy data collecting
and reporting services.
As two non-operational
research institutions, the CMI and USIP have had the advantage of being
independent from specific institutional and technological approaches. The
SIRS concept development reflects the role of CMI and USIP, as it has been
conducted in an inclusive and transparent way. It was accompanied by a
consultative process, in which over 100 individuals working with NGOs,
international organizations, and national agencies were interviewed.
Substantial effort was also directed toward identifying existing services
and past projects that bear on this issue with the purpose of learning
from their successes and failures.
